2013 Senate Bill 5914: Concerning a waiver request to implement a premium assistance program to purchase market-based insurance for medicaid-eligible individuals

Directs the Health Care Authority to submit a waiver request to the federal Centers for Medicare and Medicaid to implement a targeted premium assistance program for adults with incomes above one hundred percent of the federal poverty level, and for children covered in the children's health insurance program with incomes above two hundred percent of the federal poverty level.   Official Text and Analysis.

Changes the legislative report by requiring HCA to provide recommendations to make the premium assistance program cost neutral, and moves the due date forward one month. The date for the waiver proposal is moved forward three months to coincide with open enrollment for calendar year 2016.
