Authorizes an Educational Service District Board to fill vacancies on the board of directors in second-class school districts with an at-large appointment if a candidate cannot be recruited and 120 days have passed since the vacancy was created. The appointee may serve 1 year. This act also requires the county auditor to conduct an election to replace the appointee at the next regular school district election following the initial 1-year appointment.
