2013 House Bill 1076: Expanding participation in innovation academy cooperatives

Allows all students, not just those from districts who are members of an Innovation Academy Cooperative (Academy), to enroll in Academies according to current laws. Prevents high school students who are residents of districts that are not members of the Academy from enrolling exclusively in online courses.

Clarifies that nonresident students must transfer into a specific school district, not a cooperative. This aligns with current practice and OSPI guidance around interdistrict transfers; and requires nonresident students to enroll in at least one nonalternative learning experience (ALE) course to ensure that students can't attend a cooperative in a completely remote manner. This ensures that nonresident students enrolling in the cooperatives are located near the district, and are not enrolling from around the state. The original use of "online courses" in this requirement would have allowed nononline ALE courses to be used for nonresident students. The amendment clarifies that if a cooperative is acting as a multidistrict online provider, they'd be subject to OSPI approval.

Provides that students from school districts that are not members of the Academy may enroll at the Academy, according to current law describing enrollment of nonresident students. High school students from districts that are not members of the Academy cannot enroll exclusively in online courses. Members of the Academy may not accept applications from nonresident students attempting to enroll exclusively in online courses.
