2004 House Bill 2384

To require voter approval when cities with over five thousand residents take over jurisdiction of water-sewer districts. If a water-sewer district contains two or more cities or one city and an unincorporated territory within its boundaries, a single city cannot take over jurisdiction of the entire water-district unless voters of the entire water-sewer district approve a ballot proposition authorizing the city’s action.   Official Text and Analysis.
