To delete the following phrase concerning water right relinquishment from current law: “and to cause a return to the state of any water rights which are no longer exercised by putting said waters to beneficial use.” The bill also lists many RCWs that the bill deletes or partially deletes. But the bill did not receive a hearing by the cutoff date so it is considered a “dead bill” (although technically the bill could become active at any time during the 2003-2004 session).
