Adds equity, diversity, inclusion, and anti-racism to existing cultural competency standards and training for school board directors, district staff, and school staff.

Requires school districts to provide at least one half- day of professional learning regarding special education that includes certain topics.

Makes the requirements on school districts regarding the use of equity, diversity, inclusion, antiracism, and cultural competency training materials only applicable to school districts that have institutional racism.

Requires the Washington State School Directors' Association to post online the recommended list of equity, diversity, inclusion, antiracism, and cultural competency training programs.

Allows, instead of requires, school districts and educational service districts to use equity, diversity, inclusion, antiracism, and cultural competency training materials. Replaces the provisions of the underlying bill with provisions that: (1) Define the terms diversity, equity, and inclusion, and maintains the definition of cultural competency; (2) Direct the Washington State School Directors' Association (WSSDA) to develop cultural competency, diversity, equity, and inclusion (CCDEI) standards for school director governance; (3) Direct the Professional Educator Standards Board (PESB) to develop CCDEI standards of practice for preparation, continuing education, and other training of school district staff, as well as rubrics to evaluate the alignment of training and professional development programs and related materials with the CCDEI standards of practice.

Directs the Washington State School Directors' Association to provide to school directors and charter school board members reimbursement for any costs incurred to complete the governance training program on cultural competency, diversity, equity, and inclusion by the specified deadlines and at the required frequency.

Changes the striking amendment by specifying that the governance training programs, programs of courses, requirements, and other activities leading to educator certification, and the school district staff opportunities for training, professional development, and professional learning may not contain, or instruct on, any of nine listed topics, for example: one race or sex is inherently superior to another, the United States is fundamentally racist or sexist, and any other form of race or sex stereotyping or scapegoating. Defines the terms "race or sex stereotyping" and "race or sex scapegoating".

Encourages, rather than requires, school districts to use funding for one of the state-funded professional learning days, every other year, to provide to school district staff training on cultural competency, diversity, equity, and inclusion.

Removes requirements for school district directors and charter school board members to complete a governance training program on cultural competency, diversity, equity, and inclusion by specified deadlines.
