Provides that the obligation of local governments to
comply with specified requirements in the act is contingent on the
provision of state funding to local governments. Provides that the
obligation of local governments to comply with these specified
requirements takes effect two years after the date the legislature
appropriates state funding to provide to local governments for the
purpose of complying with these requirements.
