Adds a goal of salmon recovery to the listed goals of the Growth Management Act (GMA). Requires the land use element of comprehensive plans adopted under the GMA to include a strategy that achieves net ecological gain of salmon habitat.

Exempts qualifying projects from certain local permitting processes. Establishes a consultation and review process for projects under the Pilot Program. Expires the Pilot Program on June 30, 2025.

Requires the Department of Fish and Wildlife (WDFW), in the course of its monitoring and reporting obligations under the bill, to monitor and report on parameters that affect salmonid health, including, but not limited to, stream temperatures, impervious surfaces, and tree canopy cover..

Provides that the obligation of local governments to comply with specified requirements in the act is contingent on the provision of state funding to local governments. Provides that the obligation of local governments to comply with these specified requirements takes effect two years after the date the legislature appropriates state funding to provide to local governments for the purpose of complying with these requirements.
