Encourages electric utility conservation programs to promote the adoption of air conditioning, including chillers and heat pumps, with refrigerants with a global warming potential of less than 750, and the replacement of stationary refrigeration systems with ozone-depleting substances or hydrofluorocarbon refrigerants with a high global warming potential. Specifies that these encouraged actions are in addition to existing requirements that electric utility conservation policies, programs, and targets incorporate the social cost of greenhouse gas emissions as a cost adder.
