Narrows the applicability of the requirements for autonomous vehicle testing to program participants who test autonomous vehicles on public roadways; (2) Modifies the requirement that a program participant must notify the DOL of any traffic incidents and traffic infractions to avoid a possible traffic incident by making the notice requirement applicable only in the case of public roadway usage and by reducing the frequency of reporting of traffic incidents and infractions from within 10 days of occurrence to once annually; (3) Eliminates the requirement that a program participant must notify the DOL of any autonomous driving system disengagements made to avoid a possible traffic incident.
