States that student consumption of breakfast after the bell is not part of the definition or funding of the program of basic education in the definition of instructional hours.

Adds a section that directs the Office of the Superintendent of Public Instruction with the Department of Agriculture to promote and facilitate new and existing regional markets programs, including farm-to-school initiatives and small farm direct marketing assistance, subject to appropriations. Revises language stating that breakfast after the bell programs are not included within the state's obligation for basic education funding. Removes a null and void clause.
