Exempts higher education major capital construction projects under ten million dollars from having to have a predesign review by the Office of Financial Management. This act provides that minor works projects may be valued up to five million dollars for institutions of higher education. This act provides that public institutions of higher education may enter into financing contracts for real property when the financing contracts are payable solely from certain fees and revenue of the college or university.
