Removes the requirement that the Department of Early Learning must adopt licensing standards that allow children who attend classes in a school building during school hours to remain in the same building to participate in before-school or after-school programs.

Requires the Chief of the Washington State Patrol, through the Director of Fire Protection, to adopt minimum licensing standards for before-school and after-school programs in existing buildings approved by the state Fire Marshal.

Requires the Washington State Patrol, through the Fire Marshal's office, to adopt licensing standards that allow children who attend classes in a school building during school hours to remain in the same building to participate in before-school or after-school programs.

Allows children who attend one school and are transported to another school to participate in before-school and after-school programs at that school.
