Scales back the requirement that county auditors place ballot drop boxes at
various locations throughout the county. Instead of requiring county auditors to place ballot
boxes at high schools and school district headquarters, ballot boxes are only required to be
placed at each campus of a public institution of higher education.

Provides that at least one ballot drop box must be placed at
the main campus of each public college, university, community
college, and technical college, and at each branch campus of
Washington State University and the University of Washington.
States that the administration or associated student
association may assist with funding these ballot drop boxes.
· Waives the requirement that the county auditor or local
election official place a ballot drop box at a campus, if there
is already a ballot drop box within the county within one mile
of the campus.
· Authorizes the county auditor or election official to install
additional ballot drop boxes on any campus, if the
administration or an associated student body association
commits to jointly funding the installation.

Removes the requirement that county auditors or other
local election officials place at least one ballot drop box at each
public college and university, the branch campuses of Washington
State University and the University of Washington, and the main
campus of each public community college and technical college.
Authorizes county auditors to volunteer to install drop boxes on
campuses during 2013 and 2014. Provides that the Secretary of State
shall fund the fabrication and installation of up to eight pilot
drop boxes, to be placed on college campuses.

Conditions the requirement that county auditors or
other local election officials place ballot drop boxes at public
higher education institutions on the allocation of sufficient
funding by the county legislative authority.

Establishes a civil penalty of $5,000 for tampering or destroying a ballot drop
box, in addition to any other penalties authorized by law.
