Creates the Regulatory Freedom and Accountability Act. This act creates a three-year moratorium on formal and informal rulemaking by state agencies, except in certain, specified instances. The moratorium will extend for three years, or until the state is no longer operating in a budget deficit.   Official Text and Analysis.
