Modifies current law to clarify the boundaries of the geographic location eligible renewable resources, namely hydroelectric power generators. This act requires the generators to be located within the boundaries of the Western Electricity Coordinating Council, rather than simply in the Pacific Northwest.   Official Text and Analysis.
