2003 Senate Bill 5076

To determine a "highest responsible bidder" for valuable materials from state-owned aquatic lands. The bill states that the Department of Natural Resources may consider in addition to price “whether the bidder was the highest responsible bidder for a sale within the previous five years but failed to complete the sale, such as by not entering into a resulting contract or by not paying the difference between the deposit and the total amount due. However, sales that were bid prior to January 1, 2003, may not be considered for the purposes of this subsection.” The Commissioner of Public Lands requested this bill.
