2003 House Bill 1011

To prohibit the use of “voluntary intoxication” as a defense to any criminal charge. The bill specifically prohibits the use of voluntary intoxication to demonstrate the lack of any mental state associated with a crime. The bill also inserts gender neutral language into laws governing several elements of culpability, including intent, knowledge, recklessness, and criminal negligence. But the bill did not receive a hearing by the cutoff date so it is considered a “dead bill” (although technically the bill could become active at any time during the 2003-2004 session).
