Strikes the underlying bill and provides that Local government may seek two kinds of state help in
financing their essential public infrastructure projects:

a certificate that provides a state full faith and credit guarantee to pay bond holders
for debt issued for the project; and
along with such a certificate, the State Treasurer may aggregate and issue bonds for
the benefits of such projects.
