Removes the authorization for a motorcycle to operatebetween lanes of traffic and rows of vehicles. Limits a motorcycleoperator to passing in the same lane as a vehicle it is overtaking topassing on the left-hand side of the vehicle and only in the left-most lane of traffic on a state highway or interstate with two ormore lanes of traffic in each direction. The motorcycle may only passon the left-hand side when the motorcycle is operating under twenty-five miles per hour and not traveling more than ten miles per hourover the flow of traffic.

Allows an operator of a motorcycle to, under certain circumstances, overtake and pass in the same lane occupied by the vehicle being overtaken. Expires July 31, 2017.

Clarifies that motorcycles passing in the same lane onthe left-hand side of a vehicle that is traveling in the left-mostlane of traffic may only occur on state highways that have a physicalbarrier or median separating on-coming traffic. The expiration dateis extended one year to July 31, 2018. Provides that when WSDOT opens the shoulder as a lane for theoperation of public transportation vehicles, it must also allowmotorcycles to use the shoulder lane under the same conditions.
