2011 Senate Bill 5439: Concerning oil spills

To enhance Washington's oil spill prevention, preparedness, response, and restoration laws to more effectively protect Washington waters from the potentially calamitous consequences of oil spills; to provide for restoration, and to impose liability for damages on those responsible for oil spills. Civil penalties are increased from $100,000 to $300,000 per day, and the amount of damages imposed for environmental impacts is increased from between $1 and $100 per gallon to a range of $3 to $300 per gallon.   Official Text and Analysis.
