2011 Senate Bill 5141: Limiting issuance of motorcycle instruction permits

To provide that the department of motor vehicles, after it has issued two motorcycle instruction permits to an applicant previously, it may issue a third and final permit only upon presentation of documented evidence that the permittee is enrolled in a motorcycle skills education program with a class start date prior to the expiration of the third permit.   Official Text and Analysis.
