2011 House Bill 2065: Regarding the allocation of funding for students enrolled in alternative learning experiences

Prohibits school districts from purchasing or contracting for co-curricular services such as lessons, trips, or other activities for ALE students unless such services are provided to students in the regular instructional program in the same manner and to the same extent. Requires an annual report to the OSPI of the costs and purposes of these expenditures.

Makes a finding that there is ample evidence of the need to examine and reconsider ALE funding policies. Provides a statutory definition of ALE programs. To clarify that 1) one-hour of student/teacher contact need not occur in one single block of time but may be broken into separate blocks of time that add up to one hour, and 2) the prohibition against providing activities, experiences and services unless they are provided for students in regular instructional programs is intended to keep activities substantially similar but not to prohibit, for example, the provision of alternative learning programs altogether.
