2011 House Bill 1796: Concerning recreation access on state lands

Creates a Discover Pass which is a renewable, personal vehicle access permit for all state lands for a thirty dollar fee. This act also provides a complimentary pass to those who volunteer a minimum of forty hours per year to preservation of state lands, including parks. This act also provides for day use permits for ten dollars each. This act provides that the fees collected will be divided between the Department of Fish and Wildlife, the Department of Natural Resources, and the Parks and Recreation Commission. This act also allows individuals to purchase a Discover Pass when they register a vehicle. This act takes effect October 1, 2011.   Official Text and Analysis.

Restores the $5 opt-out donation; charges non-Washington residents extra for a Day-Use Permit; offers a 50 percent on a Discover Pass to hunters and fishers; allows snowmobilers to buy a Discover Pass in lieu a sno-park permit; allows sales at liquor stores; addresses the local admissions sales tax; contains provisions related to landowner liability for illegal acts; provides 0.5 percent more of the revenue to the DNR and the WDFW, and 1 percent less to the State Parks; requires volunteers to spend 24 hours in service before receiving a free Discover Pass; allows for pass-free short-term parking; contains a grant of authority for agency rulemaking; allows the DNR to charge separately for events; and contains language requiring the Discover Pass to be the only permit required for access to state recreational lands.
