2011 House Bill 1059: Concerning the conforming of apprenticeship program standards to federal labor standards

Modifies the authority of the apprenticeship council to recommend rules regarding apprenticeships and vests the authority to approve those rules in the Director of Labor and Industries. The apprenticeship council will continue to serve as a regulatory authority over the apprenticeship program, including determinations in disputes arising under the program. Any decision of the apprenticeship council affecting registration and oversight of apprenticeship programs and agreements for federal purposes may be appealed to the Director. Upon receipt of a notice of appeal, the Director will review the record created by the council and will issue a written determination including his or her findings which are subject to judicial review. Any decision not appealed within 30 days is final and binding.   Official Text and Analysis.
