2007 House Bill 1707: Concerning death penalty eligibility for persons who are mentally retarded or have a severe mental disorder.

To include offenders with a severe mental disorder within the same trial and punishment standards as offenders who are mentally retarded in death penalty cases. The bill would also allow a defendant to submit a pretrial motion of disqualification from the death penalty based on mental retardation or severe mental disorder.
