To amend the time state ferry employees may enter into collective bargaining. Under the bill, negotiations may begin after February 1st of every even numbered year. To add the procedure and time frames for selection of an interest arbitrator. The substitute specifies that the parties must agree to use the American Arbitration Association for selection of a neutral chair, and restores current law regarding modifying time periods by mutual agreement.
