2006 House Bill 2414: Revising Washington's academic assessment system

To modify the bill. The original bill required the SPI to revise the state plan under the NCLB so that assessments in grades 3, 5, 6, and 8 did not rely on open-ended questions and to permit inclusion of locally selected assessments at those grade levels. The State Board of Education would approve at least 3 options for districts to choose. After the Legislature approved the revised plan, the SPI would submit it to federal authorities. The substitute bill directs the SPI to request flexibility under the NCLB to conduct a pilot project with 6 school districts using an assessment other than the WASL for purposes of complying with the NCLB. If the request for flexibility is granted, school districts in the pilot project will not be required to administer the WASL in reading and mathematics in grades 3, 5, 6, and 8.
