2003 Senate Bill 5151
Introduced by Sen. Don Benton (Vancouver) (R) on January 15, 2003
To revise provisions relating to open public meetings. With this bill, an agenda must be posted at least 72 hours before each regular meeting and 24 hours before each special meeting. The bill also stipulates that the governing body may require persons desiring to speak or present written comments to identify himself or herself.   Official Text and Analysis.

But the bill did not receive a hearing by the cutoff date so it is considered a “dead bill” (although technically the bill could become active at any time during the 2003-2004 session).
