Allows Boards of Trustees of community and technical colleges to provide additional compensation to academic employees that exceeds the amount or percentage established by the Legislature.

Requires a collective bargaining agreement with academic employees at a community college or technical college be reduced to writing, approved by a board of trustees, and submitted to the Director of the Office of Financial Management by October 1 prior to the fiscal year in which the terms of the agreement go into effect.
