2015 House Bill 1159: Concerning teen driving safety

Establishes a pilot program in Clark County that requires a "New Driver" decal be displayed on any vehicle operated by a person who is under 18 years of age. Requires a person to perform community service if he or she fails to properly display a "New Driver" decal. The original bill applied statewide and to all drivers under 19 years of age, while the substitute bill creates a pilot program only in Clark County and applies only to drivers under 18 years of age. Additionally, the original bill created a traffic infraction for a person's failure to display a decal as required, while the substitute bill imposes a community service requirement if a person fails to display a decal as required. The original bill required the DOL to issue these decals, and allowed the DOL to charge drivers the cost of producing the decal, while the substitute bill allows private driver training schools and public schools providing driver education to provide these decals, and it allows the DOL to charge the cost of producing and issuing the decal. Finally, the substitute bill requires the DOL to provide a report to the Legislature regarding the implementation of the bill, and the pilot project expires on July 1, 2020, instead of December 31, 2021, as provided in the original bill.
