Alters the system for the Department of Social and Health Services, the Health Care Authority, and the Department of Early Learning to collect overpayments from a vendor or from a vendor's successor who received or purchased the original vendor. This act provides that if these agencies discover that a vendor overpayment should have been imposed against a vendor that has ceased doing business, the agencies may enforce the overpayment against another vendor that they determine is a successor to the original vendor.   Official Text and Analysis.
