2013 Senate Bill 5323: Authorizing assessments for nuisance abatement in cities and towns

Authorizes cities and towns to make their own determinations regarding nuisances and public nuisances, and provide their own remedies for abatement, at the expenses of the creators of such nuisances. (See also HB 1367).   Official Text and Analysis.

Grants all cities and towns are granted authority to include, as nuisances, litter and potentially dangerous litter as defined in the Act; and levy special assessments on property to recover their abatement costs. These assessments constitute priority liens, of equal rank with tax liens.
