2013 House Bill 1975: Authorizing bonds for the financing of the Columbia river crossing project

Authorizes the sale of $450 million in general obligation bonds on behalf of the Department of Transportation to provide funds necessary for the location, design, right-of-way, and construction of the Columbia river crossing project. The bonds are to be first payable from toll revenue and excise taxes on motor vehicle and special fuels. (See also SB 5864).   Official Text and Analysis.

Substitute offered in the House on April 22, 2013
Removes the authority for the Committee to issue $450 million in GO bonds for the financing of the CRC project. The substitute bill provides the Committee the authority to issue $650 million in toll revenue bonds for the same purposes. The substitute bill reestablishes the authority of the Transportation Commission to set, adjust, and review toll rates for the CRC.
