2013 House Bill 1819: Creating and using digital infrastructure maps for economic development decisions

Requires the community economic revitalization board and the state energy office and broadband office of the department of commerce, in collaboration with the departments of transportation and natural resources, and in consultation with agencies and organizations with expertise in energy, information networks, and transportation, to create and use digital cross-system infrastructure maps develop state priorities around economic development.   Official Text and Analysis.

Provides that the Public Works Board must also participate in the development of digital layered maps. The agencies creating the maps must leverage and use available maps, available data, Washington's adopted Geographic Information Systems mapping standards, enterprise infrastructure, and web services and applications, where appropriate. Water and sewer infrastructure must also be displayed on the maps and used in the analysis identifying infrastructure gaps and priority areas for future investment.

References in the findings, that infrastructure investments are critical to contributing towards the nation's economic and national security interests. Specifies that the digitally layered maps must: Be created using commercially available, off-the-shelf software; only identify energy, transportation, water, sewer, and broadband services on economic corridors; not identify any geographical coordinates of any features or physical facilities associated with the infrastructure; use a scale that does not allow displays closer than 1:24,000; and not include information exempt from disclosure under the security section of the public records act.
