2013 House Bill 1750: Establishing special license endorsements for cigar lounges and retail tobacconist shops

Allows licensed tobacco products retailers to apply to the Liquor Control Board for a special endorsement to operate as a as a cigar lounge or retail tobacconist shop. To obtain an endorsement as a cigar lounge an applicant must pay a $19,000 initial fee, $7,000 renewal fees, and meet extensive requirements. Applicants seeking to obtain a retail endorsement must pay a $7,000 initial fee and $2,500 annual renewal fees, and meet extensive requirements. Up to five percent of the collected fees are to be placed in the liquor revolving fund with the remainder to be placed in the tobacco prevention and control account. This act caps the number of cigar lounge endorsements at 100 and the number of retail tobacconist endorsements at 500.   Official Text and Analysis.
