2013 House Bill 1444: Concerning stewardship of household mercury-containing lights

Modifies current law to remove a requirement that a producer of mercury-containing lights also be a retail seller of same. This act requires producers to participate in a stewardship program created by the Department of Ecology, to focus on safe recycling and disposal of mercury-containing lights used in households. This act also requires that producers pay an annual fee of $5,000 to the stewardship program for the financing and enforcement of the program, and consumers must pay an unspecified environmental handling fee when they purchase such lights to fund the administrative and operating cost of the program.
