2013 House Bill 1057: Making 2013-2015 operating appropriations

Reduces State Near General Fund and Opportunity Pathways appropriations for the 2011-13 biennium in the 2013 Supplemental Operating Budget by $20 million. The total 2011-13 budget is increased by $11 million. State Near General Fund and Opportunity Pathways appropriations for the 2013-15 biennium total $33.7 billion. The total 2013-15 budget is $66.8 billion.

Transfers available fund balances from the Professional Engineers' Account ($1,913,000), Electrical License Account ($3,400,000) and Business and Professions Account ($3638,000) to the General Fund. Modifies allowable uses of those accounts, for the 2013-15 Biennium, to include transferring excess fund balance amounts to the General Fund. Reduces the transfer from the Legal Services Revolving Account to the General Fund by $500,000.

Calls for some $800 million in new education spending ($704 for K-12 education, $ 93 million for higher education) over the next two years. The bill dropped the extension of the business and occupation tax surcharge on service professionals, and reduced the number of tax breaks to be eliminated or tax hikes from 11 to 7. However, the accompanying education funding bills eliminate additional tax breaks, including a requirement that nonresidents apply for sales tax refunds instead of getting them automatically.
