2013 House Bill 1041: Requiring proof of Washington residency for driver's licenses and identicards

Requires driver's license and identicard applicants to provide evidence of a valid principal Washington residence address. Requires the department of licensing to mail the license of a first-time applicant to a valid Washington address.
