Provides that school districts may offer optional benefits plans for employees only if all employee bargaining units are treated as a single pool and all nonbargaining group employees are combined in a single pool, or both bargaining and nonbargaining employees are consolidated in a single pool. This act requires that any employee in the pooling arrangement who chooses medical benefit coverage to pay a minimum premium. (Companion Bill: HB 2666). Official Text and Analysis.
