2012 Senate Bill 6147: Creating a procedure for the state's retrocession of civil and criminal jurisdiction over Indian tribes and Indian country

Establishes a method for the state to cede civil and criminal authority over Indian tribes to the federal government. Tribal requests for retrocession must be submitted to the Governor, who must meet with tribal leaders to discuss their request. The Governor has one year to approve or deny the request, unless other conditions are met. This act allows for public congressional hearings on a tribe’s retrocession request. Adds an intent section to describe the state's acquisition of jurisdiction over tribes pursuant to federal and state acts and finds that the state should enact a new process facilitating partial or complete retrocession of state jurisdiction. Nonsubstantive clarifications of current state jurisdiction are made. A new process by which the state may retrocede jurisdiction is specified. Any partial criminal retrocession commenced under the existing process is not affected.

Clarifies that the federal government accepted Washington state offers to retrocede jurisdiction in 1969 and 1972. In both cases, the state had made the offers in the preceding year.
