2012 House Bill 2502: Modifying exceptions to the compensating tax provisions for removal from forest land classification to more closely parallel open space property tax provisions

Requires the imposition of property taxes on state lands that are not being used for certain purposes for which they were originally acquired. This act also provides property tax exemptions for (1) a change in use of the property due to a natural disaster, (2) the transfer of land to a church when the land would qualify for an exemption, or (3) the removal of land from designation after enactment of a statutory exemption that qualifies the land for exemption and receipt of notice from the owner to remove the land from designation.   Official Text and Analysis.

Limits the exception for payment of back taxes on designated forest land sold or transferred for the purpose of conserving open space land to include counties west of the crest of the Cascade Mountains, rather than statewide. The substitute bill expands the exception for removals of land that has been transferred from designated forest land to open space and then removed from the open space program under one of the authorized exceptions from a county with a population of more than 600,000 inhabitants to a county west of the crest of the Cascade Mountains.

Extends the exception for payment of compensating tax on designated forest land (DFL) sold or transferred for the purpose of conserving open space only to Kitsap and Thurston counties. Also extends the exception for payment of compensation tax to removals from forest land designation when the land has been transferred from DFL to open space and then removed to Kitsap and Thurston counties. Removes conforming exceptions added to the designated forest land classification from the open space classification including removals due to natural disasters, transfers of land to a church, or removals after enactment of a statutory exemption.
