2011 Senate Bill 5133: Using state correctional facility populations to determine population thresholds for certain local government purposes

To allow cities using the mayor-council form of government to include in population estimates the population of any state correctional facility located within the city. Cities with populations of less than five thousand who receive state funds for maintenance of streets and sidewalks to include in population estimates the population of any state correctional facility located within the city.
