Prohibits school districts from waiving minimal instructional hour offerings, rather than the current allowance of waiving up to 1000 instructional hours. This act also removes maximum waivers for no more than 5 school districts, and allows school districts to seek an unlimited number of 3-year waivers from the State.   Official Text and Analysis.
