2011 House Bill 1522: Regarding academic credit for prior learning

Requires collaboration between multiple boards and commissions related to higher education to develop a consistent system of awarding credit for prior learning. This act defines prior learning as knowledge and skills gained through work and life experience, military training and experience, and formal and informal education and training from in-state and out-of-state, as well as foreign, institutions. This act also requires the workgroup to report its progress annually by December 31.   Official Text and Analysis.

Adds a focus on quality of PLA to two work group goals. One of the work group goals is changed to emphasize improvement rather than consistency to avoid any potential for standardization of providing credit for prior learning practices that do not fit with an institution's mission. The HECB is required to staff the prior learning work group rather than the State Board.

To require collaboration of higher education institutions and state agencies to increase the number of students who receive credit for prior learning and to increase the types of credits awarded for prior learning. Establishes a work group to oversee implementation of the recommendations in the December 2010 report of the State Board for Community and Technical Colleges.
