2011 House Bill 1496: Concerning the disposal of residential sharp objects waste

Requires pharmaceutical manufacturer that sell or distribute medication that is intended to be self-injected at home through the use of hypodermic needles, or any other similar devices, to submit a plan to the Department of Health that describes specific actions the manufacturer will take to provide a free and convenient service for the safe collection and proper disposal of residential sharps waste to all consumers who use the manufacturer's self-injected medications. This act requires the initial plan be submitted to the Department by January 1, 2013, and updated annually. This act set out specific requirements for the plans. Substitute offered in the House on February 17, 2011
Removes all references to the State Toxics Control Account and creates a dedicated account for penalties, fees, and program expenses. The substitute bill also allows a manufacturer to invoice a solid waste transporter for up to 50 percent of the total cost of the plan submitted by the manufacturer, changes the dates for submitting and implementing the plan and creates additional exemptions for certain manufacturers and requires the DOH to convene a work group and report back to the Legislature.
