2010 Senate Bill 6244: Defining “green” and “energy efficient” homes.

Requires the state building code council to adopt rules to define “green” home and “energy efficient “ home for residential units and residential buildings. Prohibits anyone from marketing or selling a home as “green” or “energy efficient” unless it meets the specifications required by such rules.   Official Text and Analysis.

To remove the he provision that it is a violation of the Consumer Protection Act to sell, represent, or label a home as green or energy efficient that does not meet the definition of such as defined by the State Building Code Council.The home builder association is replaced with the Building Industries Association of Washington as a stakeholder in the rulemaking process.

Striking the underlying bill the amendment requires the state building code council to review local and national green building and energy efficiency standards and codes that will inform the development of definitions for green home and energy efficient homes. Requires the SBCC to develop rules to define green home and energy efficient home by December 1, 2012. Requires the SBCC to report to the Legislature its findings and recommendations for expected energy efficiency gains; implementation of definitions by local jurisdictions; and identification of impacts to the housing market. Requires the SBCC to review and revise the rules every three years as the state energy code is updated. Requires the review of the rules to be included as an element of the state energy code progress report. The definitions for green home and energy efficient home expire in 2031.

To provide that by July 1, 2011, the State Building Code Council (SBCC) must define in rule green home and energy efficient home. The definition for a green home must include requirements for certification by a local or national program using criteria for energy efficiency, indoor air quality, environmental responsibility, and resource efficiency.
