Removes the prerequisite of state director approval of contracts, plans, specifications and form of contract for a district to enter into a contract. Gives specific instructions on the notification and sealed bidding process for construction projects in special purpose districts. Requires three or more formal bid proposals for projects costing over fifty thousand dollars. Allows for volunteer labor and equipment and for entering into an interlocal agreement for district construction projects.
