• Introduced by Sen. Karen Fraser, (D-Thurston County) (D) on February 1, 2008, requires the office of financial management to complete an objective analysis and scoring of all capital projects proposed by the public four-year institutions of higher education and submit the results to the legislature, the higher education coordinating board, and the four-year institutions (see companion HB 3329).
