To permit urban growth areas if industrial developments are designated from reclaimed surface coal mine sites. The bill authorizes county planners, in consultation with cities, a process for designating a master planned location for major industrial activities outside urban growth areas on lands formerly used or designated for surface coal mining and supporting uses.
