To implement two recommendations from the Washington Learns committee by creating a mathematics/science scholar diploma designation and scholarship. The bill also defines the eligibility requirements to obtain the designation and scholarship.   Official Text and Analysis.

To allow an international baccalaureate to be substituted for advanced placement scores. The Washington assessment of student achievement standard is eliminated as a qualification. The designation on the high school diploma is eliminated. The first scholarships are awarded for the 2008-09 academic year.
